The lake is the reason the city exists. Lake LBJ is a constant-level lake, held at a steady elevation year-round, which is what makes boathouses, personal watercraft and swim platforms a seven-day-a-week proposition here in a way they are not on Lake Travis, and Horseshoe Bay wraps around a deep bay of it with open water, protected coves and a network of channels cut for waterfront lots. The resort that gave the city its shape still anchors it, with the marina and yacht club that were among the first things built in the early 1970s, a hotel and conference operation that keeps restaurants and services running at a scale a town of 4,000 could not otherwise support, and a private airport that lets owners fly in directly. Club and resort access is by membership, which is separate from property ownership, a distinction that surprises buyers and belongs early in any conversation about a specific house.
Robert Trent Jones Sr. designed three courses here, and they are the spine of the community: Slick Rock, the original, opened in 1972 with its signature waterfall hole; Ram Rock, generally spoken of as the hardest of the three; and Apple Rock, laid along the lake with the water in view. Summit Rock, in the newer hilltop section of the same name, is a members-only Jack Nicklaus Signature course, and the neighborhoods around all four are organized golf-course-first, with fairway frontage, cart access and course views driving the lot map. As with the resort, playing rights come through membership rather than the deed, and which club arrangement fits a given buyer is a question to settle alongside the house.
Fifty years of build-out left a layered market. The original sections, called Horseshoe Bay Proper, West and South, hold the widest mix, from 1970s and 1980s lake houses to new customs on resale lots. Applehead Island is the gated island address on the open water; The Cape and The Waterlands run to channel and cove waterfront; Summit Rock is the hilltop golf section still adding custom homes; and The Trails, on the west end, is the large-acreage side of the market. Condominiums and townhomes cluster near the resort core and the marina. Just as importantly, Horseshoe Bay still has a deep inventory of platted lots, waterfront, fairway and interior, and lot sales are a major share of the market, so many buyers here are really choosing a builder and a homesite rather than a finished house.
The county line runs through the city, and the school district line runs with it. The Llano County side of Horseshoe Bay, which is most of it, is served by Llano ISD, while the Burnet County side belongs to Marble Falls ISD, whose own community list includes Horseshoe Bay South, so two addresses inside the same city, and sometimes inside the same section, can be zoned to different districts in different counties. Marble Falls ISD is a single-track district, four elementary zones into one middle and high school, and it passed a $172.2 million bond in May 2025. For any specific property, the district, and then the campus, should be confirmed on the appraisal record and the district's own map rather than a listing.
The land was the Coke Ranch, bought in the 1930s by the Lupton family of Fort Worth, Coca-Cola bottlers whose Quail Point lodge was the social center of the lakeshore long before there was a town. Cousins Norman and Wayne Hurd optioned the ranch in 1970, borrowed $4.7 million, and began building in 1971, starting with the marina, the yacht club, a lodge, an airstrip and the first golf course. The name came from Horseshoe Creek and the shape of the bay, and was settled, by the developers' own account, when Wayne Hurd picked a rusty horseshoe off the exposed lakebed during a deep drawdown of Lake LBJ. A utility district ran the growing community for three decades, and residents voted to incorporate as a city in 2005. The population went from 1,546 in 1990 to 3,337 in 2000 and 4,257 at the 2020 census, with a large share of the housing stock serving as second homes, which is why the market here is bigger than the population suggests.
Horseshoe Bay purchases carry three layers most Austin-area buyers have not dealt with. First, the lines: the city sits in two counties and two school districts, and it uses two ZIP codes, 78657 and 78654, so the county, the district and the taxing entities on a parcel are facts to pull from the appraisal record, not the address. Second, the memberships: resort, club and golf access are separate from ownership, waiting lists and categories change, and a house's value to you can depend on an arrangement that does not convey with it. Third, the water: even on a constant-level lake, dock and boathouse permits, channel dredging, bulkheads and the LCRA's shoreline rules belong in the option period, and the city regulates short-term rentals, with rules that differ by area, so verify before buying with rental plans.
Read the numbers with the market's shape in mind. Waterfront, golf homes, condominiums and raw lots all sit in one data set here, so a quarter's median tells you almost nothing about a specific property, and comparables should be drawn from the same category, the same water and the same membership situation. Association dues run at more than one level in several sections, and many homes trade furnished. Finally, verify your own address, including against any general description like this one.
